The Ministry of Energy of the Kyrgyz Republic and Qingyuan Company have officially signed a consulting contract for a hydropower project

On December 31, 2025, the Ministry of Energy of the Kyrgyz Republic and Sichuan Qingyuan Engineering Consulting Co., Ltd. (QYEC) officially signed a consulting contract in the capital city of Bishkek for the feasibility study and preparation of tender documents for the Lower Tar and Bystrovskaya Hydropower Projects.The contract was signed on behalf of the Ministry by Mr. A.D. Rysbekov, Deputy Minister of Energy of the Kyrgyz Republic. Representatives from both the Kyrgyz side and Qingyuan Company attended the signing ceremony. This milestone marks a significant step forward in bilateral cooperation under the Belt and Road Initiative, advancing Kyrgyzstan’s national goals of sustainable energy development and clean power infrastructure.

This project is a key energy infrastructure initiative supported by a World Bank loan. It aims to systematically advance the preliminary feasibility studies and tender preparation for the hydropower stations, leveraging international financial institution financing mechanisms as well as globally recognized technical and management standards. The successful implementation of this phase will lay a solid foundation for subsequent bidding and construction activities. Advancing this project holds significant positive implications for enhancing Kyrgyzstan’s clean energy supply capacity and promoting sustainable energy development.

During the signing ceremony, the representative of the Kyrgyz Ministry of Energy stated that the signing of this contract marks Sichuan Qingyuan Engineering Consulting Co., Ltd. as the first Chinese enterprise to enter Kyrgyzstan’s hydropower consulting sector and undertake critical technical services under the World Bank financing framework. The Ministry expressed its expectation for close communication and collaboration with all parties during project implementation, aiming to jointly ensure smooth progress and the timely completion of contractual deliverables.

The representative of Qingyuan Company expressed sincere gratitude to the Ministry of Energy of the Kyrgyz Republic and the World Bank for their trust. The company stated that it will fully leverage its technical expertise and extensive experience in hydropower engineering consulting, adhering to a professional, pragmatic, and efficient approach to advance all project tasks diligently. Qingyuan is committed to delivering high-quality consulting services and contributing meaningfully to hydropower development in Kyrgyzstan and to China–Kyrgyzstan energy cooperation.
